e) apply to the chairman of the precinct commission, and in his absence to the person replacing him, with suggestions and comments on the organization of voting;

f) get acquainted with the protocols of the relevant commission, lower commissions on the results of voting, on the results of elections, referendum and documents attached to them, receive from the relevant commission certified copies of these protocols;

Representatives of the mass media, taking part in the information coverage of the preparation and conduct of elections, a referendum, have the right to:

a) attend meetings of commissions;

h) participate in decision-making by the relevant commission.

Second step. Start of observation

OBSERVERS HAVE THE RIGHT (Clause 9, Article 30 of the Federal Law):

- get acquainted with any filled or unfilled ballot when counting the votes of voters;

- observe the compilation by the commission of the protocol on the results of voting and other documents;

- apply to the chairman of the precinct commission with suggestions and comments on the organization of voting;

- get acquainted with the protocols of the precinct commission on the results of voting, receive from the precinct commission certified copies of the said protocols and documents or make copies of the said protocols and documents;

- appeal against the actions (inaction) of the commission to a higher commission or to a court.

After the ballot boxes are sealed, the voter voting procedure begins, which is described in detail in Art. 64 of the Federal Law "On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation" and in Chapter 9 law .

When voting, it is necessary to pay attention to all attempts to implement illegal technologies: the organization of "KARUSEL", attempts to stuff ballots, direct and indirect campaigning, voting for other persons, etc. It is also necessary to pay attention to the attempts of individuals to carry out provocations aimed at destabilizing the situation, and clearly separate them from the actual violation of the law.

The voter signs for the receipt of the ballot in the list of voters;

If the voter is not registered on the territory of the precinct, he can receive a ballot upon presentation of an absentee certificate (a tear-off ticket, and in case of repeated voting - an absentee certificate, is confiscated from the voter);

The ballot is filled in by the voter secretly in the booth or in another specially equipped place;

If the voter believes that he made a mistake when filling out the ballot, he has the right to apply to the commission member who issued the ballot with a request to give him a ballot to replace the spoiled one; at the same time, the spoiled ballot is canceled, about which an act is drawn up.


IF SIGNS OF VIOLATION OF THE LEGISLATION ARE DETECTED, THE OBSERVER IS OBLIGED:

- check all the actual circumstances for violation of the requirements of the current legislation (if necessary, consult your headquarters);

- inform the chairman of the commission about this fact, demand the elimination of the violation (if necessary, submit an application in writing),

- in case of detection of a violation that cannot be eliminated, draw up an act with the involvement of witnesses, submit one copy to the PEC, receive a mark of acceptance;

- immediately report the violation to the headquarters.

Voters who, due to health reasons, cannot come to the polling station have the right to apply to the precinct election commission before 14.00 local time with a request to vote outside the polling station.

When voting is conducted outside the premises, members of the PEC with the right to consultative vote and observers are entitled to be present. The chairman of the PEC is obliged to announce the conduct of voting outside the premises at least 30 minutes before the upcoming departure and ensure the possibility of arriving at the voting place for at least two observers appointed by different candidates, electoral associations, public associations.

The PEC has the right to recognize the reason indicated in the application as unjustified and refuse to vote outside the premises of the voter, of which to immediately notify him.

When organizing voting outside the voting premises, it is necessary to control the implementation by the members of the election commission of the procedures established by law in order to exclude the possibility of distorting the will of voters voting outside the premises.

Voting outside the polling station is carried out by at least two voting members of the PEC, who must have a sealed portable ballot box, the required number of ballots and an extract from the register.

Voting can be carried out by one PEC member with a decisive vote if at least two PEC members with an advisory vote or observers are present. When voting outside the polling station, PEC members may issue a ballot only to those voters whose statements or oral appeals are registered in the register.

At the end of voting, using each portable voting box, the PEC draws up an act that indicates the number of ballots issued to PEC members, the number of voters' written statements, the number of ballots issued to voters and returned (unused, spoiled) ballots, as well as information about voting members of the PEC. and advisory vote, observers who were present during the voting outside the polling station.

THE OBSERVER IS NOT RIGHT(clause 10, article 30 of the Federal Law):

- issue ballots to voters;

- take actions violating the secrecy of the vote;

- take a direct part in the counting of ballots carried out by members of the commission with the right to vote;

- take actions that impede the work of the commission;

- campaigning among voters;

- participate in decision-making by the relevant commission.

An observer who violates the law on elections is removed from the polling station on the basis of a reasoned decision of the PEC or a higher commission in writing, a copy of which must be provided to him (clause 12, article 64 of the Federal Law).

Step five. Observation of the counting of votes and receipt of a copy of the final protocol

This is the most responsible and important stage in the work of an observer.

The procedure for carrying out electoral procedures after the end of voting is strictly regulated by law (Article 68 of the Federal Law “On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation” and Chapter 9Law) . At 20.00, the PEC chairman is obliged to announce the end of voting (voters who are in the polling station are given the opportunity to vote). 7. Packing documents.

The law guarantees the observer the right to a full review of the actions of members of the election commission during the counting of votes;

It is necessary to stay in the premises of the PEC until a message is received on the acceptance of the protocol of the PEC by the higher commission. Previously, before the elections to the State Duma, any person with a journalistic crust could be at the polling station and follow the procedures. How many observers can be in one polling station?

Each party nominating a candidate for the presidency may send one observer and one member of the commission with an advisory vote to the polling station. The candidates themselves have the same opportunities. Observers are also sent by public chambers and international organizations registered by the CEC. The maximum number of observers in a polling station may exceed 20, but in practice this figure is less. There are usually no more than 10 observers at the polling stations.

Why so many?

Not every person who is at the polling station as an observer actually performs the function of an observer. Some candidates simply appoint people for money who do not receive proper training and do not understand what is happening on the site. Their motivation is to get 500-1000 rubles for being present. Are they paying for it?

Election observation is volunteer work. Those people who cooperate with public organizations usually work without financial rewards. But sometimes headquarters and candidates pay their observers if a special budget is allocated for this.
